APD Foothills Area Command March 2012 Highlights

Hello Neighbors,

I hope this warm weather is treating you well and your allergies are under control! The changes in seasons is one of Albuquerque's best natural features!

We finished the month of March with a new lieutenant on dayshift and new sergeants on all watches. The 2012-2013 Bid took effect on March 24th. Many of the personnel stayed in their assignment. Some changed teams or watches and we attracted some experienced personnel from other areas. I am extremely pleased with the Foothills Area Command's staffing!

Lt. Ray Torres (505-205-4583) is running dayshift. Lt. Nick Gonzales (505-553-2210) is continuing to run swing shift. Lt. Louie Sanchez (505-238-4761) stayed to work the graveyard shift. All three are seasoned officers and supervisors that I have the utmost confidence in. I have provided their city issued cell phone numbers. Please call them if you are experience a problem in your neighborhood, have a neighborhood meeting that you'd like a supervisor or officer to attend or have an issue with an officer. Subject: Monthly Report- Foothills March 2011

Agripina Neubauer, the Foothills Crime-Free Multi-Housing Specialist, attended 8 community meetings, presented 2 training classes with 110 attendees and made 21 calls for service reports including maps and crime statistics. Ms. Neubauer attended police briefings in order to train officers on the need and use of apartment Incident cards and adding remarks to calls.

The POP project for the month of March targeted burglaries and auto thefts in the area command. The strategies that have proven to be most effective were used. These include:
- Briefing and de-briefing in the high crime areas
- Increase of bike patrols
- Under cover surveillance
- Warrant round ups
- Partnering with area businesses, using safe cities

Sgt. E. Thomson received a letter of Commendation for developing the Foothills Impact training curriculum. She also participated in the North America Police Ski Championships in Colorado and won two gold and two silver medals. She was part of the APD’s Ski team which rose over $2500 for Winter Special Olympics and The Twin Towers Initiative.

Detective Stott was nominated for the Outstanding Service Medal for the Emcore incident. He also received a letter of Commendation for identifying and obtaining warrants for two offenders involved in a purse snatching case.

Detectives Gonterman and Stott arrested Jaeson Huntsman for 22 counts of identity theft and stolen credit cards. A search warrant was obtained for Jaeson’s computer and hotel room. Secret Service is taking case responsibly.

Detective J. Gonterman booked Kaitlyn Jacobs, one of APD’s most wanted property crime offender on three warrants.

The team attended Officer Survival Training and Active Shooter Refresher Course. Det. Stott also attended Narcotics and Gang Course. Det. Stone attended Surviving Mexican Cartels training.

On March 29th, Officer M. O’Connell was in the area of Linn and Maxine NE when an auto burglary in progress call came out over the radio in the same general location. Officer O’Connell made contact with and spoke with the victim, Mr. Louis Lucero. Mr. Lucero pointed out a subject who had just burglarized his vehicle. Officer O’Connell was able to place the suspect into custody. As Officer O’Connell was obtaining a statement from the victim, the offender, identified as Alex Arambula, became unruly and started kicking the back up officer. Arambula had to be restrained and placed in a P.R.S. device. He was transported to MDC and Booked in for Auto Burglary.

Team #1 conducted nine tact plans during the month. Eight of the tact plans focused on traffic enforcement. The tact plans targeted neighborhood complaints and problem intersections. Officers issued 40 citations and made 6 citizen contacts. The ninth tact plan targeted panhandlers along the I-40 on and off ramps. Officers issued 13 citations.

On March 20th while Officer F. Simmons was on patrol she observed a vehicle parked on the side of a closed carwash next to the Shell gas station located at 13400 Wenonah SE. As Officer Simmons drove up behind the vehicle a male subject, later identified as Jon Blackman, jumped out of the vehicle. Officer Simmons had run the license plate through NCIC and a use caution had come back from dispatch. Blackman was known to carry a gun and had numerous contacts with police in the past. Blackman was found to have an outstanding misdemeanor warrant for his arrest. Blackman was taken into custody. Officer Simmons conducted an inventory search of the vehicle since it was being towed. Inside she found two baggies with white powder and a syringe with a pale orange liquid inside. Both the power and liquid tested positive for methamphetamine. Blackman was booked for possession of methamphetamine and the warrant.

Bike Officers Verbeck and Miranda looked for panhandlers in the area of 13001 Singing Arrow SE. They issued 8 misdemeanor citations and made 4 misdemeanor arrests.

On March 11, 2011, several Officers responded to an in-progress residential burglary at 11521 San Jacinto NE. A neighbor phoned stating she was watching two or three subjects remove items from the property, including a flat screen television. Officers arrived in the area as the subjects were leaving. The vehicle was stopped near Morris and San Jacinto at which time the driver was detained. The passenger bailed out of the vehicle as it was coming to a stop and was able to slip into the surrounding neighborhood. Officers quickly set-up an excellent perimeter and a yard-to-yard search was initiated utilizing K-9. Unfortunately, an unwitting resident gave a ride to the suspect passenger after he claimed he was being assaulted and chased by unknown persons. The resident did this as the perimeter was being established and apparently did not recognize what was happening. Nonetheless, all of the victim’s property was recovered and the driver was booked on several felony charges. Burglary Detectives obtained information on the driver and are performing following up.


On March 11, 2011, case numbers 11-21728 and 21811. Officer Jason Allred made two felony arrests during the same shift. The first arrest came as a result of a self-initiated subject stop Officer Allred made on a male subject who was jaywalking. Contact with the subject revealed he had prescription narcotics in a tic-tac container which he did not have a prescription for. The second arrest came as a result of a felony battery/strangulation against a household member. The offender attempted to conceal himself under a trailer when officers arrived. Officer Allred realized the subject was probably still in the area and was able to get him to surrender through threatened use of K9 to search the nearby area.

Also on March 11th 2011, Officer Christopher Maxon responded to a missing juvenile call. Upon speaking with the family and conducting investigation it was determined the missing teenager was possibly at 12899 Central E. Officer Maxon went to this location and made contact with the subjects. Officer Maxon conducted an excellent interview of both the missing teenage girl and the older boyfriend. He was able to get the boyfriend to confess to felony charges and get the girl into counseling at the JDC during this call.

On March 21, 2011, Officer Adam Dehne was on routine patrol when he observed a vehicle with an expired plate. He conducted a traffic stop on the vehicle and contacted the driver. Officer Dehne conducted a motor vehicle check and warrants check on the driver. The driver was found to have extraditable warrants out of Florida from dealing in stolen property and a parole violation. The driver was booked into MDC on her warrants.

On March 28th Officers J. McDonnell and D. Patrick were dispatched to the Family Dollar Store located at 11500 Menaul Blvd NE regarding an audible alarm. Upon arrival the officers observed the front glass door to the business was smashed. A canine unit was called to the scene and an officer was posted in the rear of the business. As Officer McDonnell was waiting for the canine unit by the front of the business, he observed a male subject walk out the front carrying multiple items. The offender was wearing a blue bandana coving his face and a white shirt over his head. The suspect was taken into custody. The canine unit arrived, conducted a search of the business and no other suspects were found. A field investigator was called to process the scene. Burglary Detective, S. Willoughby arrived on scene and interviewed the offender, identified as Lex Mexicano (age 17). Mr. Mexicano was transported to the Juvenile Detection Center and book in.

On March 15th Officers were dispatched to 10320 Woodland Ave NE regarding a disturbance call. Officers were advised by dispatch that an anonymous caller stated two unknown females were throwing items around inside the location. When officers arrived they heard loud music coming from the residence. Officers were let inside the house and told “Keith” was the owner. As Officers checked the house for any injured subjects they found Keith Laurence passed out on the floor in a back bedroom. Laurence could not be awoken and rescue was called. Laurence was found to have an outstanding felony warrant issued by the U.S. Marshals Office. Officers placed Laurence in handcuffs and continued to check the house. Laurence got to his feet and ran out of the house. After a search Laurence was found a short distance away bleeding heavily from a large cut running down his face. It was found he had attempted to break into his neighbor’s house by using his head to break a window. Laurence was transported to the hospital and then booked into MDC on the felony warrant.
